For the energy systems of the future to be durable, they need to be optimised for efficiency, cost-effectiveness and flexibility. Smart energy management helps to maximise the potential of renewable energy sources and calibrate usage consumption to availability and storage potential. How are smart energy tools responding to this challenge in Crete?
Achieving 100% self-sufficiency requires decentralization, advanced storage solutions, and intelligent management algorithms. Recognizing this shared challenge, the Horizon Europe project REFORMERS is actively collaborating with its sister project, CRETE VALLEY, to pioneer the roll-out of decentralized Renewable Energy Valleys across Europe. Through regular alignment meetings and coordinated dissemination activities, both projects are working to ensure that their digital tools and socio-economic frameworks can travel, adapt, and keep delivering long-term value long after their initial pilots are completed.
Crete’s energy context
Crete represents a unique living lab as a large island with a rapidly changing electricity system, growing tourism, and an increasing share of renewable energy sources. Because the local grid cannot easily rely on the mainland for backup, managing seasonal demand shifts and local power swings makes flexibility an absolute necessity. To respond to this challenge, smart energy management tools are acting as the cornerstone of the island’s transition. A flexible energy system uses tools and data to coordinate how energy is used and stored. People can thus adapt when and how they use electricity; they can store energy when it is cheap or abundant and release it when it is scarce. This reduces the need for expensive oil-fired power plants, cuts energy costs and avoids wasting renewable energy. The economic benefits manifest as lower overall system costs, fewer fossil fuel imports and new income streams for those who provide flexibility services.
The project’s Digital Twin acts like a “virtual control room” for the island. It combines grid simulations, forecasts for demand, solar and wind, and optimisation tools. Different parts of Crete can leverage their varying geographies in different ways: coastal zones suit geo–exchange cooling systems, high–altitude plateaus favour wind solutions, urban centres in plains support biomass and solar energy, coastal hubs can become a lighthouse for green hydrogen. The same digital tools have custom uses in each area, showing how local conditions shape both the technologies used and the eventual economic value that can be generated.


For whom is the Digital Twin?
They are specifically designed to serve Distribution System Operators for efficient local electricity network supervision; Transmission System Operators to oversee grid stability and large-scale transmission and Renewable and Energy Community Managers to coordinate and optimize local energy flows and small-scale production.
Beyond the project boundaries, this suite of services forms a common digital toolbox designed to support other remote, isolated, or congested regions across Europe in testing new upgrades, managing flexibility from small consumers, planning community-led renewable investments, and designing new local energy-sharing models.
By sharing best practices, conducting cross-project interviews, and structuring a synergetic approach to system integration, REFORMERS and CRETE VALLEY are building the operational blueprints needed to eliminate fossil fuel dependence and secure a decentralized, self-reliant energy future for Europe.
